The Former President's Progressive Alarm Overlooks The Continent's True Threat: Economic Stagnation.

The recent US national security strategy presents a misguided assessment of the European Union. The document asserts that unrestrained immigration and so-called "woke" agendas represent an grave risk to European civilization. Yet, this argument rests on a serious misreading of the situation. The true challenge facing the EU is not cultural but technological and economic lag.

The Stark Economic Divide Between the US and Europe

The data reveal a sobering contrast. Between 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent growth for the EU. During this time, European income per person dropped from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Today, roughly half of the world’s top fifty tech companies are US-based, while only four are from Europe.

The Technological Shortfall: The Core Problem

The growing disparity is driven by superior productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The landscape of world technology leadership is overwhelmingly American. Over the past fifty years, 241 US firms have grown into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This gap prompts a vital issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does the EU stand? Most analysts concede it is essentially a two-horse race involving the US and China, with Europe starting at a clear disadvantage.

Root Causes of the Continent's Technological Lag

A number of major factors account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and agile system for financing new ventures. Europe still lacks a genuine capital markets union, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A American entrepreneur can introduce a service under one set of laws to access a market of hundreds of millions. The EU, despite a larger population size, is divided among twenty-seven different national systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these hurdles, one can find causes for optimism. Policymakers are growing more conscious of the severe threat and have begun to propose serious reform. Key analyses on EU competitiveness and the single market highlight the necessity of sweeping changes.

With the right policies and regulatory reforms, Europe's strengths could support far greater degrees of commercial innovation.

Europe still possesses significant advantages: high-quality workforce, excellent education systems, and premier research institutions. Alongside a vast domestic consumer base and high savings rates, these elements could unleash a surge of venture creation.

Crucially, even if Europe does not take the lead in creating cutting-edge tech, it can still dramatically increase economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

The European Union now faces a decisive moment. As the saying goes, economic erosion often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. But, if it fails to take decisive action to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
